I looked at Google maps, and if you get of 85 at exit 70, turn right off the exit, and follow Chambers Co 83, this is the first creek you cross. ( street view).
Apparently someone saw the car in the creek and called 911. The street view pic is from April 2014. Yes, there are trees around it, but again it is just amazing that no one saw the car there until now.

Can't imagine a roadworker or a civil engineer would have missed that at some point, unless it was way off the road. The barricade and barbwire fence appear relatively new in the streetview.

You guys won't believe the shady shite that goes on in rural America. Younger me would install monitoring equipment in streams. I cant tell you how many abandoned vehicles I would come across. Strangest was a Jeep Cherokee in the middle of a creek in nowhere Mississippi. I just assumed one of the hurricane's washed it down. Point being, those that live/work in the area probably knew it was there, but was just used to seeing it and thought nothing of it.

I wonder if that's the right place. Someone on reddit posted this satellite image. LINK
That looks like a different creek. But it looks like you can see something below the water.
