What could be done to prevent his burial here?
I'm not too crazy about the idea of Black Militants having a shrine to someone they see as a martyr.
As a state that kind of hate should have no place here.

Meh. Not an issue to me.
Hate what he did, but he has paid the price for it. Maybe not as much as he should have, but he's dead.
Despite what he did, he is some mother's son - a mother who probably hates what he did just as much as we do, but still it's her child.
Let them bury his body where his mother can at least go to.

If someone has claimed him, there's absolutely nothing. People get buried wherever their family wants them to get buried. If no one claims them, they are usually cremated.
