I'm pretty sure he's saying thr current licensing process is not in accordance with the bill that created the licensing. Probably doesn't have to do with the fact that it's extremly unnecessarily expensive to start one, but I hope it is.It is illogically expensive to start up which gauranteed the big wigs here in Arkansas got the money from the medical marijuana business. GOBN making damn sure they're the ones controlling the dispensaries, and it shouldn't be allowed to happen.

Do a Google search on him. He seems to always be caught up in grandstanding. He's also the same judge that took part in the anti death penalty demonstration and then blocked the state from using the drugs in some executions. He was censured and has been disqualified from hearing any other cases that involve the death penalty. He's had a long history if being an activist judge.

Interesting tidbit of info I found on his ruling.
Didn't find any clarification but it sounds like he was trying to put a stop to some sort of kickbacks.
