It's because when he was a little boy, he never learned the important lesson of not taking things that don't belong to him. Consequently, he has poorly developed ego boundaries.
Children do not have the same cognitive skills as an adult. If a child runs out in the street, they don't understand the danger or consequence. But the parent does. How does a parent intervene or teach? Usually through punishment or another operant of conditioning until the child learns to reason for themselves.
Eric never learned the reason for behaving in a more socially appropriate manner. But as an adult, he is getting a chance to learn the hard way.
