Which has done more damage ? How would you fix it?

Portal. Without the portal, NIL is basically a four year contract, which is reasonable.

Definitely the portal. I think NIL has to have limits and restrictions, but it's the transfer portal that has severely damaged college football the most.

Portal. If you fix the portal NIL will cap itself because boosters aren’t gonna spend absurd amounts on a unproven HS player.
Instead proven college players are holding their schools hostage for extreme amounts of $$ or transferring for extreme amounts of $$

Get rid of the portal and set a salary cap for NIL.
A salary cap works for every other professional league.

If a salary cap is gonna work, you better be ready to provide several punishment for cheaters. Kinda like with Kawhi Leonard and the Clippers. They circumvented the cap and attempted to obstruct the investigation at every opportunity. And that team is going to be screwed for a decade (at least clippers fans are used to sucking).
But if there's no teeth in the enforcement, you'll just end up with more backroom NIL deals.

The portal has done more damage than the NIL. Teams cannot build depth and, mainly, continuity because players are there one year, then gone.

And people will lose their minds when the players being paid under the table are treated just like Kawhi, who got to keep all the money, avoided punishment altogether, and was actually rewarded for his affirmative participation in the scheme with another massive contract to rehab and do nothing on someone else's dime.

The portal has done the most harm, in my opinion. You expend time and resources to develop a depth player to the point he can finally be of use to you, and then can't be the one to reap the benefits.
It would be good if there could be a charge applied for each service provided to the athlete, such as the meals, the coaching, the weight training, etc. Those costs would be waived if he didn't transfer out, otherwise him or the school he transfers to would be responsible for reimbursing the costs.
