This is just like last year where nobody believed milroe was ahead of Tyson. He is ahead of Simpson too. Which should be obvious based on the snaps he has gotten.

It's a good bet the staff wants to save Simpson's redshirt if possible so it's not a surprise that Milroe is running 2nd team. Simpson is a true freshman, so of course he needs time. What I have heard, though, is that he has looked good in practice.
