No, the sentence in the headline means that a tat was put on a birth of a cow. It wasn't put on the back of a human calf, or human calves, or cow calves, but on a calve. It was likely a very bloody scene. In the picture, it doesn't seem it was put on a human's calf, either, but on his calves.
