Recommend just a small lock box with heavy steel cable for all your vehicles . They arent expensive and you can use it to store cash or a knife as well.
They pass over anything that would take time or make noise.

Saw a WSB story yesterday saying exact same shite is in Marietta as OP described in Alpharetta.
Anything real close to the interstate (or equivalent, like GA400 through Alpharetta) that provides a quick getaway.
A masked-up 15 minute smash and grab through 7 or 8 vehicles, then haul arse 200 yards to the on ramp and GONE. And cameras catch licence plates, but the plates are stolen.
A perfect crime really, unless caught in the act like OP did. But even then, they still got away with it.
Most in-town restaurants and parking lots have private security to deter this, but out in the suburbs, nothing. Easy pickings.

I had a Lilburn police officer tell me that if I never wanted to get in trouble that I should run from law enforcement.
This was the early-mid 90s.
In my head, I thought he was a sick bastard because those are the situations where cops would just beat the tar out of someone to the point that no family would recognize him.

I asked a few people about this.
The reason and yes could be gray a bit I could have shot is simply I had no idea his intentions.
Now if I shot him in the back OR getting into his car absolutely that is against the law. Specifically if the threat is leaving you cannot use deadly force.
However as I was running at him had he turned to me I could have an argument he is in the process of a crime was facing me and I had no idea his intention.
I dont know in Georgia but I remember when i get my CHL in Texas the law is different at night as opposed to the day. It was dark and at night and I had no idea what he or had on him or not. For sure he had a hammer used to smash my window which is a weapon.
Again I am not claiming I am Clint Eastwood here. I probably would have drawn my gun to try to stop and unless he had one and raised it to me I would have never shot. There were cars going down Mansell and would have shot in the direction of a lot of people. Bad idea over a backpack.
I would have much preferred hand to hand combat and that was my intent when I was going after him ;-)

The problem arises when you consider the fact you were chasing him, so if he decides to stand his ground, and you shoot him, you can't claim self defense.

That's not a case for self defense. "I was chasing my backpack that this guy took, and he turned around to square up with me, so I shot him dead" is a losing argument for self defense.
LSU, whoever you've been talking to for their legal opinions that told you it was a gray area, you need to not listen to their legal opinions anymore.
In fact, if you were chasing him, and he stopped and pulled out a gun and shot you, he'd have a better case for self defense than you would have. Because you were chasing him. The fact he stole your backpack is immaterial.

You are speaking about moral reality. I am speaking about the judicial system which is also reality.
Keisha, Reginald, Destiny, Carnell, and the rest of the jurors won't see it that way. And LSUhobnailboot will spend the rest of his life in prison. All assets he ever worked for would be wiped out by civil suits. His family would be ruined. And he'd either have to join the Aryan Nation in prison or be murdered within a month of his incarceration.
