Has been explained a few times, but in case you haven't seen it, the short answer is that *many* people reporting on the "25 hard cap" rule change simply didn't understand it. It did not eliminate back-counting in the traditional sense... schools can still back count up to 5 Early Enrollees into the previous class if it had room. The difference is that non-qualifiers do not "re-open" their spot any longer.

With that said, there has been some speculation that because the numbers don't have to be reported until Fall, that schools can potentially take more than the 25 in total LOIs as well, and then work out the numbers afterwards (ie... UGA could sign 26, and then if Walthour doesn't qualify, we only took 25 for this class... and if he does, then someone gets grey shirted into 2018)... but no idea the accuracy around this one... just message board chatter so far.
