Is there anything more the NCAA could possibly do to limit recruiting?

Beforehand, I don't want people to think this is a fap thread cause I am genuinely curious as to if they could.
Saban obviously has a Bear Bryant like recruiting dynasty going on right now (more in terms of quality, not quantity). It almost seems like the towel boys are being sent to kids homes to show em what's up. And really this applies to most powerhouse SEC teams for now.
Is there anything the NCAA could do anymore? They've stiffed the scholly limit and the recruiting periods. They've also (tried) limiting some staff recruiting in the past. I really cannot see anything they could do as of now unless it was downright egregious.

If they do anything to recruiting it would have to be done to all conferences and i dont see the ncaa limiting the other conferences given the fact the sec is so far ahead in recruiting.
Until the rest of the nation puts more emphasis on high school football and weight training the sec will always be ahead in recruiting.

Eliminate all official visits, off-campus contact, mail, telephone calls, texts, email, and social media contact. Death penalty if any of these rules are violated. Only way any of the rest of us have a chance.

The only thing they can do to spread out the recruits is allowing less scholarships and limiting roster numbers, including walk-ons. But the best players are always going to go to the top schools no matter what they do. A draft would be the only thing that would ever balance things out completely but that will never happen in college.

Hard cap schollies at 25 a year. No grey shirts, blue shirts, etc that allow oversigning.

Urban Meyer was speaking a couple of weeks ago and saying the high school rules in football are different in Texas as opposed to Ohio in regards to summer activities. I think that could be a big change depending on the state, so the talent in states in the midwest/west/ne would improve.
In regards to actual NCAA changes:
1. There could be a huge thing if paying football players through an institution becomes a thing. If, for example, starting qbs make more than 3rd string qbs, a guy may want to go and start at Utah before being 3rd string at Bama for 2 years.
2. Early signing period. Could potentially help schools in other areas because they could lock hometown kids in before they go on all their official visits
3. Limit the scholarships totally. If there are 85 spots on a team, you have to have a total number of guys coming back and a total number who aren't coming back by a certain date...January 15 just for argument sake. Then, you cannot sign more guys than the difference of 85 and the # coming back. If you only end up with 75 guys one season because of medical problems or transfers or thugs, so be it. This is not only an SEC issue like some people say, but it does seem the SEC is most lenient overall in this
Edit: Other school really just need to put # into recruiting and coaching. The B1G is finally starting to do that, but it is late in the game. One of the real problems is that ESPN is in bed with the SEC bigtime, and they lead the most coverage about recruiting with tv time
