I don't think it's out of the realm of possibility that he just wanted to drum up some interest in his recruitment nationally. He did get in the game pretty late.
It does look very suspicious to have an announcement between two schools when you're already claiming to be committed to one, though. If he is just after the attention I can't really blame the guy. Recruiting is a once in a lifetime deal.
