Maybe if "Maxed Out" Moses would make a play or two in a game or even in a camp against other good talent, he could earn his fifth star back.
He still has a lot of talent. But he just doesn't make enough plays to be a 5* right now. Comparing him to, for example, Baron Browning, is no contest right now.

That's the world we live in now. I don't agree with it either, but I don't run one of the recruiting services.
An even bigger farce, IMO, is ESPN purposely ranking kids higher than they should solely because they are playing in the Under Armor game and not the Army one.
