They won't. They certainly deserve it as a program as a whole. See how their baseball team acts and their fans act -- they don't deserve a program.
However, I guess the NCAA feels bad for Tennessee having 9 losing seasons since 2005.

The majority of the punishment will be directed towards the staff. Pruitt will likely get a very lengthy show cause for example.

One of the biggest problems that the NCAA has is that no one has any idea what they might do. They could punish them hard to "make an example" (like they did Alabama), or they could give them a pass (like UNC basketball). There are no real rules, guidelines, etc when it comes to enforcement. If you're convicted of armed robbery they have sentencing guidelines, maximum and minimum. The NCAA just hands out whatever penalty they want. It's not a good system. Besides all that, they should hammer the Vols.
