Let's look at it this way.
Georgia is an incredibly under-performing team, they've literally have had talent and more talent come into their roster and clearly possess not a single idea on how to utilize it which was evident in this past year at the SECCG.
Alabama was having a "rebuilding" year with a poor secondary and an average defensive line, Georgia was stacked from top to bottom and in classic Georgia sports fashion, they choked. If Mississippi State had the same amount of talent that Georgia had, we would have won at least two BCSNG, at least.
So while we can attribute our lack of success in football to poor resources and competitive in-state recruiting, what can Georgia attribute their lack of success to? Incompetence, just sheer and complete lack of ability to do anything when you have everything.

Because Alabama has done well in the highest grossing revenue sport, it has allowed other sports the opportunity to share some of that extra cash and improve their facilities/coaching/etc... As far as improving football? Slim chance. State plays in the most competitive division in the history of college football. The year they won 10 games they finished 15th in the country, but FIFTH (fifth out of six?!?!) in the SEC West. It's not so much MSU is a mediocre football program, rather, the conference they play in makes it impossible for a school like State with considerable disadvantages in recruiting, alumni, and finances, to ever make more than a "once in a blue moon" run at a conference title.
