Fall doesn't start until September 23. We are in the middle of summer.

I think because it would be confused with all the summer camps they hold earlier in the summer for high schoolers and younger.

We used to call it "2 a Days" back when I was in high school in the 80s, because we practiced in the morning and evening. Former college players I knew then called it that, also.
I don't even know if they are allowed to have 2 practices in a day now. I doubt it.
Only the pros had a different name for it, "training camp." No idea when this "fall camp" term came into being.

When and where I came up, spring training was 2 weeks of football practice to learn plays and gauge where players were projected on depth chart. Fall camp (AKA summer camp) kicked off practices that lasted until the season was over.
