Both were legends in college dude. And Peyton losing was one of the most controversial years ever when it happened, long before he was an NFL QB. Watson just kind of got unlucky in 2016 with the year Lamar Jackson had. He would have won most years with that season

Thought Tua should have won in 18 but Peyton was the biggest miss.

Which is in of itself kind of the wrong way to look at it, because the Heisman is supposed to be for the best player in a season of college football, not the best future NFL player, but people will always do that
