48-38-2 appears to be the correct answer using the Ole Miss 2013 media guide as a baseline for the record prior to this past season's win by Ole Miss.
ETA: I checked the 2013 Vandy media guide and they have the same series record. Apparently no one has fixed the Wiki yet.

Currently?
Arkansas was 0-8 last year. Can't get any worse.
And Kentucky.
State should be better next year. Tennessee and Florida also.

Just for giggles and grins let's do modern history, go back to when you were still in kindergarten say to the turn of the new millennium.
So, from the year 2000 to present day ...
Arkansas and SCAR have both played 175 games to average having played 12.5 games per season for the past 14 years.
Over that span of time ...
Ark is 99-76 (7.071 per season)
SCAR is 110-65 (7.857 per season)
#nb4arkplaysnwest ... and your boy should have never brought SCAR, Mizzou and Ole Miss into the fricking discussion if you wanted to find the real bottom feeder trolls.

There is absolutely no way to make the case that USCe has a better tradition than Arkansas. You lose.

Depends on how much you want to weigh history or tradition (and academics). Not sure how academics is weighed in a 'football program' anyway. Overall school ranking? Football graduation rate?
I don't see how any games from 1950 or even 1970 have anything to do with current program status. Army and Minnesota used to be national teams, too.
State has an argument for having a better program than Vandy, UK, and OM.
For instance, State has more overall wins than Kentucky over the last 5, last 10, 15, 20, 25, and 30 years (and a lot more than Vandy), plus head-to-head leads over both.
State ahas more head-to-head wins over OM over the last 5, 10, 15, 20, and 25 years. State
has more overall wins than OM over the last 5 and last 10 years, but OM has a little more over the last 15, 20, and 25 years (and a lot more beyond that).
Facilities-wise, State and OM are about the same. Kentucky has a little bigger capacity, but trailed OM in attendance in 2013 and State was a little behind both. However, State has an expansion that will be ready in 2014. I would call State/OM/UK about even in facilities. Vandy trails all 3.
