They don't have that kind of money. Most schools don't.

After I submitted Bobby Bowden, the first coach I thought about was Johnson. He was a great coach and he had unlimited resources with rapper Luther Campbell and booster Nevin Shapiro pouring in millions into the program, but now that it's legal, Johnson could build an elite CFB team that couple probably beat some NFL teams.

My first thought was Barry Switzer, I see someone already said him.
Upon consideration, I would say June Jones and Mouse Davis, the Run-N-Shoot guys. Let's assume they would be at a school that has the NIL guys in place, they can then promise the kids that they'd have every chance to put up insane numbers. If the money's equal or close, it's a no-brainer.
For contrast, look at Penn State. I'm sure they pay well, not being outbid by many schools. They just had a playoff game without a single completion to a WR. If I'm a WR and I'm being offered the same to go to Penn State, or LSU (where WRs put up huge numbers and then go dominate the NFL), I'm not going to Penn State.
Back to the Run N Shoot, I remember QBs getting 300 yd games, RBs going over 100 yds, and WRs racking up too. That gets you drafted.
