Thanks for the info. Joe was indeed a fish buddy. I got to know him better when wearing the milkman suits. Good guy back then, though I've heard he's not Mr. Popularity now.
On the drawdown - the flipside to that is that ROTC programs across the country dry up and A&M maintains, right? If any decision is made based on performance (at, say, summer camps), then that's the only logical answer.

That's not the way USAAC (U.S. Army Accessions Command) works.
Each school is assigned a specific mission. The only way that schools like A&M are allowed to commission over their assigned mission is to compensate for other schools that don't (which happens quite frequently).
In addition, they're further segmented by IA (immediate active), AD (active duty), and AR/NG (Army Reserve/National Guard) commissions. You'll start seeing fewer active duty commissions from ROTC programs and more reserve/guard ones in the event overages are allowed, with active contracts at a PREMIUM.
All USMA contracts are active duty...even the really shitty cadets
When I commissioned, our breakdown was about 10% immediate active, 60% active duty, and 30% reserve. That was out of about 138 from our year group (August '99, December '00, May '00 graduates).
Your "packet" is determined by 3 things:
1/3 = your performance at Advanced Camp (Knox now)
1/3 = your grades and campus performance
1/3 = everything else including PMS comments, extracurriculars, if you're at a SMC, etc.
Remember too that the PMS for A&M doesn't report directly to the Commandant. He reports to the ROTC Brigade Commander at Ft. Sam Houston.

Again, thanks for the info. Back in the Pleistocene I'm not sure what the breakdown was, and I have no idea what IA is vs. AD. When I was in school almost all of the RA (Regular Army, active duty) guys had a military scholarship, and getting one was fairly competitive. It was no more than 1/3, probably less. But there weren't any wars then. I'm not surprised that more guys are active duty now.
I would think the first two would favor A&M. Not sure what #3 means but it isn't really important that I know. We kicked arse at Riley, and I imagine they do the same at Knox. That's good intel, by the way. The day job takes me to a blowing-shite-up site at Knox every now and then. If I go again I'll watch for them and toss experimental grenades at every ND guy I see.
