I'm actually highly-functioning, but this gave me a chuckle, Cockopotamus. I had a great time in Columbia in '03 and was looking forward to being back this year.

Public health and safety concerns are how this will be decided.Things like roads, running water, proper sewerage, law enforcement and emergency services, etc. That is priority one. Next will be the concerns of the SEC and the two Institutions. Lastly, the concerns of the fans. There is zero possibility this game will be played on a beautiful sunny day in a stadium that has insufficient water and sewer. Unless that stadium is empty. The stadium has to be fully operational and there has to be sufficient law enforcement present. There is too much legal liability . Period.
A few random thoughts:
The main concern is the welfare of the people of South Carolina.
Everyone hopes the the game is played as scheduled.
It is completely rational to discuss other options considering the circumstances.
Will thousands of people coming into town put pressure on stressed infrastructure?
A game still counts if its played in an empty stadium.
The game could be played on another day.
Other venues are available and both schools have rational administrations.
What South Carolinian would argue that Louisianians of all people don't understand this?
It would be perfectly rational to move the game to LSU although not desirable.
