it's not anyone. Believe it's projected top 3 draft rounds. So that would take out freshmen, and sophomores from your "anyone" fact.

It happens at every school. I friend of mine in High school was highly recruited as a WR. He was an orphan who lived at a foster home. He showed up after signing at D1 school, not telling which, in a new Escalade.

This is wrong. Commercial lenders sometimes lend on accounts receivables, or if someone gets a new job the salary will be applied to the debt to income ratio. And yes anyone can legally apply for a loan if you're the legal age of obtaining credit (varies by state), however you're likely to be declined and the chances of an 18 year old having a credit score or history is extremely unlikely.

Except it's against NCAA rules and said player would be ineligible

I like that Eddie Jackson, a three star recruit, got three cars including an 13 and Deshaun Hand, a five star recruit, got an Explorer.
