a perfect tie is almost impossible, so there is never a chance to have to decide a tie. (note from a basic search most umpires don't believe that there are ties) it comes down to who makes it to the base first. Batter beats the ball safe, ball beats batter out. Apparently umps never think there is a tie so they judge who got there first.
