It was prior to the AP poll being introduced in the 40s. And in UGA's defense, even in the early 40s, this was still considered the de facto title game as the AP was still fresh.
The two best teams (usually determined by the best records) were invited to play which would essentially determine who was the best team in college football.
I've posted dozens of old newspaper articles from the 20s and 30s showing the Rose Bowl winner was named national champs of CFB.

LSU has 4 National Championships in football. 3 of them were played in a titled National Championship game. They had no such game titled so in 1958 when LSU won the Sugar bowl.
