The University of Florida and University of Tennessee accept no state appropriations funding, and offer no in-state tuition, right?

The states of Florida and Tennessee both have academic scholarship programs, correct. The baseball players must academically qualify just like any other student. What you are describing is an "earned" academic scholarship.

Endowment scholarships given by private institutions such as Opportunity Vanderbilt (OV) have NO federal disclosure requirements.

Every Candy baseball player is fully funded by OV. The few public institutions such as Michigan and Virginia utilizing endowment funds MUST define, describe, and disclose the use of said funds to the federal government which includes endowment funds.

This is simply not true. Not even close. You’d be surprised.

A&M would appear to be a prime candidate to follow, at least in part, the Michigan, UNC, Virginia public school model. Maybe Georgia or Florida to a lesser extent. Start with 10, 15 or 25% cost reduction. Baby steps. Anything to reverse the trend of rising costs. It would make such a big difference. Come on, give your students some relief.
