The Big 12 has gone so all-in on OU/TX that many of them actually believe the rest of the country sees the game as some sacred moment in every CFB season that everyone looks forward to as a pivotal moment for all of CFB.
It's a good rivalry game, but it's no bigger than any other devent historic rivalry game. The SEC alone has a number of rivalry games already that are equal or bigger than the RRS.

I'm an old frick but in the late 70's, Nebraska/OU, Texas/Arkansas, as well as Texas/Texas A&M all felt like bigger games. It seems like them not being in the same conference at the time made it a lesser game.
