This is not true for the Big 10 - they will not invite schools that are not credible academically (which actually significantly limits the number of schools they are interested in).
You are correct that the SEC and Big 12 are not really acting on academic first issues. And obviously the SEC cared enough about Missouri and their markets to invite them into the SEC.

The states North Carolina and Virginia are both more southern than Missouri.
Conference expansion sucks, but if it has to happen, then the SEC's #1 target should be the state of North Carolina. Ideally through UNC, but NC State would be okay (especially if coupled with Virginia Tech).

I don't think North Carolina would prefer to join the SEC. If the ACC were stable they would rather stay there. Their dilemma is how to remain the unequivocal #1 athletic program in the state of North Carolina. While the SEC might be a conference they had looked down on... if they did not join the SEC (and NC State did instead) then NC State very well might eventually challenge them for state supremacy

The PAC is getting screwed in all this. Here are the schools I see as their options, a term which I use loosely:
UNLV: Their bball program is already in good shape. Yea, their football is awful right now, but the university + city + the casino industry are planning on building an $800 million Jerryworld-esque stadium in the next few years complete with a 100 yard long video board. LINK. Once that stadium is finished, I don't think they'll have any problems attracting talent.
Finally, Las Vegas's population has exploded over the past decade or so, which is good for TV deal negotiations. Altogether, I think UNLV would end up improving the conference within 5-10 years.
Nevada: decent history, but crap facilities and a small fanbase in a fairly isolated, medium-small city.
New Mexico: awful football, good bball, are in a fairly big met area. Looks like an laughably bad choice now, but these are 100 year decisions. Also, as a region, the Southwest is growing quickly, which (again) is great for TV deals.
I see UNM as a potential sleeper. In a BCS conference and with a good athletic director, they could have a good AD in 5-10 years and legitimately enhance their conference.
New Mexico State: lol
Idaho: even bigger lol
BYU: good school, good athletics, and a worldwide following, but I just don't see them playing nice with the UC schools. On anything.
Boise St: what Chris Petersen has done with a bunch of 2 star castoffs is amazing, but an AD in a BCS conf must be bigger than one man. Boise's isn't. Chris Petersen is Boise St athletics. Plus I think you can major in trucking or something at Boise. I know academics aren't the primary or even secondary focus of conf exp, but damn Boise is a small step above a community college.
Add a couple of other Cali schools and hope that being in a major conference gives them enough of a prestige boost to make them not awful.
Texas, Oklahoma, & Okie St: by far the best option, but this falls through without TX (see last year) and I don't know if the Texas leg would let Texas dump Tech (If Tech could get an invite to the Big East/ACC mashup that's coming, they might be enough). Also, I think these schools are all locked into decade long (or longer) TV deals.
Best plan for them is start with UNLV and then do their best to lure TX + the Okie schools. If that doesn't work, they're gonna be stuck with UNLV and some combo of the rest of that crap.

Don't discount Duke. Both Duke and UNC are $80MM programs and legitimize the SEC's weakest sport, basketball, which is also a huge money maker when a conference has more than 2 or 3 good teams. I think it would be great to have both in the SEC.

Duke's fball attendence is terrible. Their stadium holds less than 34,000. Here's their home games this year:
September 1 Florida International 31,117

September 22 Memphis 23,658

November 24 Miami (FL) 26,895

I think the SEC should add Sewanee again. Not much competition, but beautiful school and rival fans could camp & hike while on the road.
