More like 70 to 80 years ago. By 1969 0-0 would be about as rare as it is today. 3rd down punts were almost always "quick kicks" where coaches used a back to punt Aussie style to flip the field when there was no punt returner. A rolling punt could go 60 to 70 yards. They were surprisingly effective.
Worst Game: In 1939 Texas Tech played Centenary to a 0-0 tie in a game that featured 67 punts on 1st down. The field was so wet and sloppy that it was practically impossible to hold onto the ball. After a number of fumbles both teams resorted to punting the ball away in hopes that the other team would try to run a play and lose the ball.

I was there and was happy we kept it to a 1-point loss. The previous three games vs Auburn in Starkville were 28-, 29-, and 34-point losses by State.
