Why does it matter how much time lapses between the toe and the heel coming down?
He got a toe down before the heel. Replay clearly shows it.

The announcers did a poor job explaining. If any part of the foot hits out of bounds, it’s out.

The heel can’t land out at all, unless the toe comes off the ground after landing in bounds.
Can’t be the same step.
This is a known rule.

But if he's going out of backs forwards, and his heel comes down inbounds before the toe is out of bounds, it's considered incomplete.
The rules for what constitutes a catch are among the stupidest, most incomprehensible rules in all of sports.
