Well Not sure this was just JBE, no other state University that is playing football is mandating the policies that LSU is mandating. LA Tech, ULL, ULM, for example are not requiring what LSU is to enter their stadiums.
Good friends of mine from Church or Neighbors that work on the academic side of LSU told me during the summer (before this went public in press) that large numbers of LSU faculty were protesting and demanding the LSU BOS and President Tate back in July 1) not have classes on campus which class sizes > 100 I think, i.e. go remote) and 2) Mandate the vaccine. So I get some pretty good information from these folks about what is going on.
President Tate did not cave in to the segment of LSU Professors demanding he do what they want to. So LSU's campus policy that went in on Monday 23 August as soon as Pfizer was approved requires students now to get vaccinated. First vaccine must be by 10 September, which is strategically a date that happens to be the day before LSU's first home football game. All students must be fully vaccinated by 15 October which is the Friday before LSU goes on Fall break the next week. I think faculty and staff out there must show proof of vaccination by 7 September.
Second, LSU's home football game policy is in fact no different than what students, faculty and Staff and Administrators have to follow and is the policy in place now to be on campus. LSU by in large is not offering Remote classes unless the class was scheduled that way normally or if some Professor got permission to teach it that way due to a Medical issue.
Any student, faculty staff, that opts out of the vaccine requirement will have to go through COVID-19 testing on a regular basis. So anyone who works on campus at LSU or is a student has to submit proof of vaccination to LSU HRM I think if they are an employee and LSU Health Center if they are student.
Now LSU's COVID-19 policies are not the same as schools in the U of Louisiana System (LA Tech, ULL, ULM, UNO, SELA, NWLA, McNeese, Grambling, Nichols State). None of those Schools are obviously in Baton Rouge. Southern University in Baton Rouge has policies for students similar to LSU to be on campus. They are requiring masks for all events on campus, including football games. policy.
So if you look at this in the total, there does not seem to be a State Mandate coming from the Governors office as if there was, every University in the state of LA would have uniform policies for being on campus this fall and for football games. The policies at LSU and Southern thus could be somewhat related to local Baton Rouge politics from Mayor Broome's office but the evidence does not suggest a statewide mandate from JBE's office as again there are no uniform policies for every University in teh state of LA.
Sorry for the long post but to close, with respect to LSU, this is more LSU BOS, LSU President Tate, AD Woodward and perhaps local BR politics.

To President Tate's credit, from what I have seen in local BR press and public comments by LSU faculty, it its the more liberal types of Professors that are really hammering him. One Professor, well known for making public comments from the School of Journalism went after Tate publicly for not doing what He and a Group of Faculty tied to Faculty Governance and Senate Groups

So President Tate has had to in fact deal with attacks from his Left Flank. Notice his response to the Demands that He back in July Mandate the COVID-19 vaccine, which at that time was not Fully FDA approved
"People have their own risk mitigation strategies, and we have to respect that while preparing to lower our collective risk"
Sounds like a Reagan Conservative with some Libertarian leanings.
So LSU's faculty since it is a Carnegie Tier 1 Research School, as is all other SEC schools now, has a lets say group of faculty that are indeed very much Liberal Activist.

So don't listen to the political hacks who don't know what is going on. LSU's Faculty have been in near revolt all Summer and President Tate to his credit has stood up to these attacks as I said largely from his Left flank.
The Policies that are put in place are reasonable given the campus politics that he and the LSU BOS are having to manage. So, as I said has more to do with local LSU Issues, its Faculty and Staff at odds with President Tate and LSU BOS, with perhaps some local BR Mayoral politics.

I don't think it's a rule that reflects the wishes of their fan base.
Honestly, LSU fans should make it as difficult as possible on the school. If you have no vax or test, make sure to ask to speak with a manager. Make a scene and cause a commotion .
If you have been vaxxed or have a test, don't make it easy on them by having a phone app, instead bring in a backpack stuffed with papers and stand at the gate searching for your papers, then get out your wallet to show the ID, then your ticket to get in the game.
Slow the process as much as possible.
You destroy the system by complying with it.

What you get for college is generally just an update of Tetanus, Meningococcal and Hepititus B, and if you weren’t vaccinated as a kid or have paper showing immunity for mumps/measles,
