In the south most people are friendly in general, especially in smaller populations. Now bigger hectic cities may be a bit different. I love New Orleans for a million reasons, and not generalizing, but some folks there can be a bit abrasive at times; though not nearly as bad as larger cities in other parts.
Now to be fair in Texas, even in larger cities, people are generally nice, I give them that.

People are WAY more friendly in NOLA than in BR. You can actually chat people up while standing in line in New Orleans, if you do that in BR they just stare at you like they're terrified.
I've just noticed that in general, country people just seem more scared and less prone to talk to strangers.
