One caveat would be spending exceeding tax revenue only by an equivalent amount to tariff revenue, if we can ever get to that level of accounting.

Chief of staff seems like someone who basically does the CEOs day to day job so they can focus on their public brand. I think there is a good bit of ego associated with an executive creating the CoS position. I wonder what the career trajectory is for someone in that role.
