UGA didn't need a QB in Manning's class, but still went after Arch Manning very hard. That was enough for me to believe that UGA's staff thought he was exceptional, and they're pretty good at identifying top talent.

Not quite accurate, but I realize you don't follow UGA so you probably don't know.
First of all, UGA did need a QB in that class.
Second, UGA didn't go all in after Brock. Their top target was Caleb Williams. Brock was the local boy but committed to OU early in the recruiting process. He then decommitted and came to UGA despite not getting the full court press from UGA.
UGA didn't say no... because you don't say no to a 5-star. And it's not like they weren't still recruiting him. But Williams was their top QB target. But then due to UGA already having the Brock commit, Williams went to OU.
That is a different scenario than not having a need at a position and pursuing just one player at that position in the class despite having no need because you view him as exceptional.
