Good catch. I started thinking 3...but changed it to 2, because then you could just take the 2 that make the FCS Championship game. I have gone back and changed it.

The FBS team should have enough of a budget to play away games in another region...the FCS teams are already budgeting to travel for their playoffs anyway, and should see an increase by taking the FBS team's share of the conference revenue.

It is much more likely that the FCS teams will be from the upper Midwest:
2025 - Montana State & Illinois
2024 - North Dakota St. & Montana St.
2023 - South Dakota St. & Montana
2022 - South Dakota St. & North Dakota St.
2021 - North Dakota St. & Montana St.
2020 - Sam Houston & South Dakota St.
2019 - North Dakota St. & James Madison
2018 - North Dakota St. & Eastern Washington
2017 - North Dakota St. & James Madison
2016 - James Madison & Youngstown St.

The bottom 2 FBS teams have been predominantly from Alabama, Arkansas, Texas, Mississippi or Louisiana:
2025 - South Alabama & Louisiana Monroe
2024 - Troy & Southern Miss
2023 - Southern Miss & Louisiana Monroe
2022 - Texas St. & Arkansas St.
2021 - Louisiana Monroe & Arkansas St.
2020 - Texas St. & Louisiana Monroe
2019 - Texas St. & South Alabama
2018 - South Alabama & Texas St.
2017 - South Alabama & Texas St.
2016 - New Mexico St. & Texas St.

Actually...if you look at the 10 lowest ranked FBS teams for the last 10 seasons, the only teams that weren't from 1) Texas, 2) Alabama, 3) Arkansas, 4) Louisiana, or 5) Mississippi were:
2025 - Marshall, Georgia Southern
2024 - Coastal Carolina, Georgia St.
2023 - Marshall, Georgia Southern, Georgia St.
2022 - Old Dominion, Georgia Southern, Georgia St.
2021 - Coastal Carolina, Appy St., Georgia Southern, Georgia St.
2020 - Coastal Carolina, Appy St., Georgia Southern, Georgia St.
2019 - Coastal Carolina, Appy St., Georgia Southern, Georgia St.
2018 - Coastal Carolina, Appy St., Georgia Southern, Georgia St.
2017 - Idaho, Georgia Southern, Georgia St.

71 of the 100 teams on the bottom 10 list over the last 10 seasons were from 1 of those 5 states... the other 29 that weren't from those 5 states were either Marshall (once), Idaho (once), Old Dominion (once), Coastal Carolina (5 times), Appy St. (4 times), Georgia Southern (8 times), Georgia State (8 times).

Other than Idaho, Old Dominion & Marshall...the worst FBS teams have all been from the South and the best FCS teams have mostly been from North Dakota, South Dakota or Montana.
