It is. He would have done the same after an arrest. He isn't paying a traffic ticket.

Yeah he will anytime caught with possession of a controlled substance you are assigned a FBI # for NCIC/NAC.

He will if he pays the fine, paying the fine is a guilty plea to his misdemeanor charge.
He can hire a lawyer and try to get the fine and charges reduced, it would be up to the DA if they would reduce the misdemeanor charge, most likely they drop the window tint fine and reduce the $1000 fine.

If he is smart, this is what he will do. His record will be wiped clean as soon as he does what the judge orders.

It is, you save the court costs a judge will tack on, but you still end up with a misdemeanor conviction.
The way this effects your life ranges from job opportunities to traveling around the world.
It isn't as bad a felony as most employers only care about a conviction within the past 5-7 years.

No, he lawyer might be able to get it expunged at a later date, but it doesn't just disappear after he meets the requirements set by the judge.

Possession of a controlled substance doesn't get completely thrown away. He will be assigned a FBI # and anytime he is pulled over/stopped they will know.

You do, you also have a right to face your accuser (the LEO), if he doesn't show up to the court date the ticket is usually tossed out by the judge.

Ticket or not it's a possession charge. Misdemeanor or felony doesn't matter it's recorded.

Same reason people do it for speeding tickets. To keep a clean record and avoid any of the consequences of having the citation on his record.
