The NFL players are going to look like they are struggling with withdrawal during the preseason. How are they going to focus now? They will be nodding off and on their phones by the 4th quarter.

Defensive backs haven't "tackled" in decades. They collide.
If we strictly went back to a game of tackling there would be no safety issues. Anytime a defender approaches a ball carrier without arms reaching... should be a penalty.

This is the correct answer.
On their own they’re pretty benign, and the idea is that they snap you back into alertness pretty quick. Don’t know if you ever experienced smelling salts but THEY EFFING HURT, and that’s how they work. Imagine snorting straight horseradish.
The idea is that they could snap you back to alertness in such a way that it could possibly mask concussion symptoms. Which is a colorable argument.
Back when I played in high school a common way to regain your bearings after “getting your bell rung” was a quick whiff of one of these. They hurt so bad you’d fire back up quickly.
