It seems like the easiest (and most obvious) precaution is simply to not fire the cannon if anyone is close enough to present any safety issues.
If someone is warned (which is, apparently, in dispute) and remains in that area, you either remove them from the area or you don’t fire the cannon. It seems pretty simple to me.
Using your worksite safety example - a crane operator and his rigger/flaggers ultimately have a responsibility to ensure that they are not lifting a load over other workers’ heads. If other workers are in the potential danger zone, the crane crew should clear the area before starting the lift. They shouldn’t warn them and then pick the load up over their heads anyway, despite those other workers being in the same spot.
One would think the same responsibility applies to the cadets operating the cannon.

That is a load of bullshite. You don’t shoot a cannon or gun at people unless you want to hurt someone regardless of how many warnings. Any errand item in the barrel of that cannon could have caused harm. Waiting a few extra seconds for safety is smart.
Just admit it was a bad decision. Own it and learn from it. Defending it just makes you look foolish.
