This agreement will include the final score if the game is terminated (Rule 8-1-2). d. If a game is suspended under Rules 3-3-3-a and b after four periods of play and cannot be resumed, the game shall be ruled a tie. The final score shall be the score at the end of the last completed period. (Note: If a winner must be determined in a conference playoff game, conference policy shall determine when and where the game will be resumed.) e. A suspended game, if resumed, will begin with the same time remaining and under the identical conditions of down, distance, field position and player eligibility.

Game Administrator decides if and when it resumes tonight
If doesn't resume, it's a "suspended game"
The Conferences/Teams decide to either:
1. Resume play at the point of suspension at a later date
2. Declare the game final at the point of suspension
That's the short version.

The Arkansas/UK game was suspended and then declared final due to weather last year.

But that was one conference. This is two conferences. It's been an hour and a half, and the rain has been gone for 40 minutes now, the stadium is empty, and no sign of them starting back. I think the SEC and ACC are arguing right now.

It has to be a minimum of 30 minutes since the last lightning strike, then the perimeter of where a strike can occur is rather large.
The Arkansas/UK game was decided before half time, but IIRC the game has to be at least mid-way through the 3rd to qualify as a complete game.
