NCAA procedure for investigations like Newton

I wonder exactly what the NCAA's procedures were taken when the Cam Newton issues were brought to their attention? What steps were taken to begin the investigation and where are they as of now?

First they called Auburn and told them they were coming in to start the investigation.
Then Auburn paid them off.
Then they did a pseudo investigation to please the general public and just so happened to come up with nothing.

His Dad admitted to doing it!
What more do you need?
The rules clearly state that a player is guilty whether they knew it at the time or not?
And the fact that Cam told the Miss St coach that he was going to Auburn because the money was just too high to pass up, leads me to beleive that he knew at some point.
What more do they need except the final payment in that Auburn payoff?

If the school is cooperating with them it takes less time and while painful is over much quicker.
When the institution blocks the NCAAs efforts at every turn, lawyers up and refuses to cooperate it can drag out for years.
If the institution and coaches are all involved with the corruption the only way to go is fight tooth and nail til the end. No one goes willingly to the gallows.

In honor of TNM and 77. Auburn cheated and is covering it up. This is ofcourse all hearsay so I will just go with it anyway. It's good enough for them.

I have arrived. Attack time....
The NCAA has nothing on AU as far as Cam goes. Therefore, I do not expect anything to happen unless it happens to MSU which is also doubtful.
As for hearsay and bama...
It is not exactly hearsay. Saban oversigns. He cuts players. He gives out medicals and greyshirts due to oversigning. He then lies and tries to cover it up (VERY unsuccessfully, in fact his lies and cover ups are a massive failure so far).
Attack over.
