So there wasn't ONE decent math teacher in thirteen high schools?
C'mon. I could see perhaps 5 or 6 not having a decent math teacher but thirteen out of 39 high schools?

Brother taught math for 20+ years in an inner city charter school.He was there early before school started and stayed late every day for anyone who needed individual attention.
Multiple kids went on to higher education and excelled in Math
