I will give you the benefit of doubt but you seemed to either fail to comprehend what I posted or fail to comprehend what the NCAA can enforce or not enforce.

Please provide outside of the examples that you provided that would allow the NCAA to have jurisdiction involving the UNC issues with fake classes. The two examples you provided again deal with academic fraud only involving athletes. As I stated the NCAA can only investigate when it involves only athletes, especially when it concerns improper benefits. But the UNC case, as I mentioned, included classes that involved athletes and non athletes, with the majority being non athletes. Which is how UNC was able to avoid the NCAA because it was not exclusively involving athletes like the Syracuse and SMU cases you are referring to.

But please show me where I am wrong and provide examples. And when I mean examples please avoid providing your opinion.
