As stated the top 3 are pretty firmly in place.
for #4 I would go with Arizona. Could be recency bias, but also it feels like they have sustained it better than the others. Miami has been below average for years, CSF hasn't been a major player since the mid 2000's. I can't remember ASU being good, so pre 2000's?

They went to Omaha in 2005, 2007, and 2009-2010. They last made the supers in 2011. They haven’t made the NCAAT since 2021, but the whole PAC 10 has taken a huge nose dive from what they once were outside a couple programs

From 1995 to 2016, Bama was all about trying to build their program off the popularity of baseball in Louisiana.

In Kentucky's case, I think this is just a good year, rather than a return on investment. Their coach has been there seven years, and this is only his third time making the postseason at all, let alone the CWS. Maybe he's turning a corner and he'll be a staple in the CWS from now on, but they're probably more like 2022 Oklahoma.
They may not be in the CWS every year, but nobody is. But I think they've gone from occasional regional participant, to occasional regional host

Minnesota, Ariz. State, Miami, possibly Arizona. You have a bunch of 2nd tier teams that could go up there but it falls off after the top 3.

For a monument of old dead guys, Southern Cal certainly belongs.
As far as a college baseball "blue blood", Southern Cal has lost that status. No CWS since 2001, no Super since 2005. Only one NCAA regional appearance since 2005 and that was 2015.
Back to Mt Rushmore, none of the arguments for a fourth sound good enough. Stay at three.
