The Western world is no longer responsible for it. The emerging nations in Asia and Africa and the Middle East are more responsible for it because they have unregulated population growth. When a family has 8 to 10 kids, the majority of them leave the rural areas of those nations to go to industrialized parts of those countries. And those countries have no environmental laws. 90 percent of the plastic that makes up the great pacific plastic barge comes from india and China.
