It was 24.2 when the timeout was called by BG live action. Refs reviewed and set the clock to 25.2, as the time when the whistle was blown.
Otega inbounded it from right in front of SC’s bench and the clock immediately started running when Zel caught it.
Your video cuts in right after that, he has already dribbled a few feet and the clock was running. So no, that was a normal inbounds.
ETA: The clock also immediately started when Zel inbounded it to Oweh. He took the shot without about .04 left on the clock.
