He does have the fastest NFL Combine 40 time in history, so I guess that is part of the reason.

The point is that if it is the fastest then why is he not a 99? Also I am unsure how this "record" as Bo claimed a 4.12 and an official time of 4.18. So why is his record disregarded? If you play the old Maddens you will see that Deion had 99 for speed as did quite a few other players. So why if Ross is the record holder then why would he be a 98, that's my question.
