Just maybe it was not working at the time LSU were in the locker room? Why would LSU complain about that fir the first time ever about AC not working or on when they were in the locker room? Maybe was not cool enough? Who really knows.

This is not an impressive explanation. If that system has been updated based on any recent ASHRAE standards, then it would have to be sized to serve appropriate ventilation and cooling tonnage for maximum occupancy of the space. Full stop. It has to be set up for worst case scenario unless they follow ASHRAE 62.1 guidelines and add motion sensors or CO2 monitoring throughout the space. And this just lets you back it down when you can prove you aren’t at max capacity. You can’t undersize a locker room unit and be compliant with any modern building code, but you should know that.
Case in point, I am about to add motion detection thought the Memphis Grizzlies Visitor’s Locker Rooms for this exact reason. They are not allowed to back those units off or run with less than 100% outside air unless they know that no one is using the space. Without them, they have to either shut them completely off or run them with 100% OA, which is a big expense during the Summer. And they are sized and balanced for max occupancy of the space at full operation. Following 62.1, they will be code complaint. I guess Texas doesn’t give a shite about codes.
It sounds to me like you’re shilling for Texas having a shite HVAC and Building Automation System. Hell, if they are going to ignore all building codes and not have a locker room that’s designed properly, why not just rent some fricking cooling when you need to to supplement? Texas has more money than anyone else, right? I’m sure they can afford it and at least keep it 75-78 in there. But they didn’t do that, either.
