Mullen is worth the 4.5 million average we are paying him to us, because he has proven he can win here. He isn't worth that to anyone else. If LSU pays a new coach that kind of money, that coach will have a championship on his resume.
How much money you have is irrelevant, because the value is subjective. Mullen isn't going to be your coach, whether you want him or not, for a number of different reasons. But the easiest to address is that we will pay him more, not because we have more money, but because he is worth more to us.

SEC Network money distribution has made it a lot more costly to hire an SEC school's Head Coach if they want to keep him.
Just isn't worth it when you can go outside the SEC and hire an equally good Head Coach for a lot less.
