The SEC obviously already has a presence in Florida and South Carolina. So the SEC may not be interested in Clemson and FSU.

Yes, but Notre Dame has to "want to" join the B1G or SEC. Culturally, they are B1G all the way. That's where they belong. But they may not want to. That's the key.
