There's a difference between the traditionally elite (i.e. the most prestigious programs historically) and the modern-day elite (i.e. the programs that have been really good in the last couple decades).
Traditionally elite programs (alphabetically listed):
-Alabama
-Michigan
-Nebraska
-Notre Dame
-Ohio State
-Oklahoma
-Texas
-USC
Borderline: Penn State, Tennessee
Modern-day elite programs (also alphabetical):
-Alabama
-Florida
-Florida State
-LSU
-Miami
-Michigan
-Nebraska
-Ohio State
-Oklahoma
-Texas
-USC
So to answer the original question, no, Auburn isn't an elite program. They are an elite team this year, similar to Oregon.
No flame intended, but Auburn has won 1 SEC championship since the league re-aligned back in 1992, and only 2 SEC West titles in that same time frame. They also have 1 BCS appearance in their history. Boise State has 2. Those aren't the traits of an elite program.

IMO this year (setting NCAA issues aside) they are whatever you thought Va Tech was in 1999

Ones that I disagree with being elite programs. They haven't had the long term success as the other top programs.
For me, the best of the bunch are:

The borderline elite programs are:

The programs that fall a little below the standards of being elite for a number of reasons are:
LSU
Miami

And the idea of including Texas and leaving off Southern Cal makes me kinda
JMO - all time best programs are Notre Dame, Southern Cal, and Alabama... over the last 50 years it's between southern cal and alabama

Look at my list again. I have USC on the list as an elite program. And as for Auburn, I have them on the next tier below LSU, UF, UGA, Florida State and Miami.

I think Michigan's tradition is vastly overrated by the overwhelming majority of CFB fans. If you take out what they did prior to 1905, they really don't look very special.
They're pretty much on par with Tennessee--one of the most consistent programs in CFB history, but not one known for winning national titles or winning the big game. Most of their reputation is based upon beating up on weak sisters.
It's a joke to say that Michigan has been an elite program on the level of Miami or FSU or Penn State or Florida or Notre Dame or Alabama over the last 30 years. They've just never been the best. NEVER.

I don't know. I am of the opinion that having more SEC wins than any other program over the last 35 years or so qualifies a team as being elite. But that's just me. Maybe I should go shoot myself...
