Intentional HBP, full count, called out

This rule needs to change. UTSA batter had a full count. UCLA pitcher definitely threw a ball, without a doubt. Batter gets hit, says he threw his elbow out / didn’t try to avoid being hit, so it goes to review, then called a strike, batter is out.

It was a ball either way, so should have been a walk. At a max a do over, but not an automatic out.

Are there more garbage rules in baseball like this?

Balls and strikes aren't reviewable in college baseball. Hit by pitch, including batter intent, is reviewable. Intentional HBP is a safety issue and an attempt to cheat, so it's an out.

With split second calculations, HOW does the batter know it’ll be a ball?

This is easy. Sticking your elbow out to try and get hit is a surefire way to get strike 3 called every single time.
