tOSU is easily the top program up north.
Of course, northern football has sucked for quite awhile now....

Well, it depends on what you're looking for. Wisconsin finished in the AP top 10 in 2011, but not the Coaches. Michigan finished in the top 10 Coaches but not the AP. I'm not sure if either finished in the top 10 BCS (Wisky was 10 at the end of the regular season, at least.)

Sigh. Chill. People are giving you factual information about the question you're asking. The best I can give you is that they haven't played a team that was ranked in the top 10 at the time the game was played since they lost to USC in 2009. That only includes the regular season, of course. Will that satisfy you?

I did. It's pretty quick to flip through each season on ESPN and compare their rankings. ESPN also includes the rankings at the time in the schedule back to a certain point; I only had to look up 2006 Michigan (*and I guess 2002/03 Miami (FL), but I did that on the first set), and that was only to get the number (I remembered they were top-5, didn't think they were #2 though).
